test: add audit test coverage for http utils, ota pull edge cases, and stratum formatting (#53)

- extract url_decode_field to http_utils.c, add 9 tests (decode, truncation, edge cases)
- extend ota_pull parse tests with 6 edge cases (truncation, null inputs, malformed json)
- extract stratum format helpers to stratum_utils.c, add 7 tests (submit params, request format)
- 121 total tests, all passing
