feat: migrate auto-create setting from global to per-API-key configuration

- Moved `auto_create_env_project` from system_settings to api_keys table as a per-key boolean flag.
- Added `AutoCreateEnvProject` field to APIKey domain model.
- Updated APIKeyRepository with GetByName method to retrieve keys by name.
- Modified UploadService to check API key's auto-create flag instead of global setting.
- Updated APIKeyService.Create to accept autoCreateEnvProject parameter.
- Enhanced API key creation
