feat: add auto-create environment and project setting

- Introduced a new system setting `auto_create_env_project` to allow automatic creation of environments and projects during uploads.
- Updated the UploadService to utilize the new setting for environment and project validation.
- Added API endpoints for getting and setting publishing settings.
- Implemented UI components in the SettingsPage to manage the new publishing settings.
- Enhanced the OverviewPage to display project build trends for the last 30 builds.
- Updated database migrations to include the new setting.
- Modified the Snackbar component to support detailed messages with titles and descriptions.
