wiswa: fix bundled jsonnet resources on python 3.10 and 3.11

Python 3.10 and 3.11 could not use importlib.resources.as_file() on the
wiswa-jsonnet package root (MultiplexedPath). Anchor as_file() on
defaults.libsonnet and use its parent for the Jsonnet library path in the
CLI and MCP server.

Adjust test_main importlib.resources.files mocks to return tmp_path so
path division matches production. Drop the obsolete Python < 3.12 skip in
test_mcp for real defaults resolution. Note the fix under [Unreleased].
