project: consolidate repo ai rules and jsonnet defaults

Move GitHub Copilot instruction sources into .claude/rules as Markdown,
drop duplicated Cursor .mdc rules from the repo root, and align agents,
AGENTS.md, CLAUDE.md, CONTRIBUTING, README, docs, and the man page with
the generated layout. Replace Jsonnet want_claude, want_claude_agents,
want_copilot, and want_cursor with want_ai and uses_user_defaults.
Refresh lock files, Pyright venv settings, and other tooling tweaks.
Document Jsonnet field changes under [Unreleased].
