Fix hla_only filter dropping unresolved HLA annotations (#2)

The hla_only filter used startswith("HLA-") which excluded valid
human annotations like "HLA class I" and "HLA class II" (allele
unresolved). Changed to startswith("HLA") to retain these rows.

This was causing healthy tissue evidence to be silently dropped
for peptides annotated with class-level HLA restriction (e.g.
KVLEYVIKV on CNS/cerebellum from PMIDs 29557506 and 33858848).
