Add report CLI, README, CI, and repo polish

New features:
- hitlist report: automated data quality report from registered IEDB/CEDAR
  (MHC class distribution, source classification, tissue coverage, disease
  breakdown, allele coverage, cell line inventory, per-PMID study summary,
  curation override summary)
- hitlist report --class I --output report.txt

Repo polish (pirl-unc/openvax standard):
- README with badges, motivation, usage examples, source classification table
- .github/workflows/tests.yml: lint + test matrix (3.9-3.12) + coveralls
- CLAUDE.md, .pre-commit-config.yaml, MANIFEST.in, setup.py, deploy.sh
- deploy.sh gates on lint.sh + test.sh before build + PyPI upload

36 tests passing.
