* feat(gateway): complete GW-1306 service-mode logging (AC4/AC5)

- AC4: Reloadable log filter via SERVICE_CONTROL_PARAMCHANGE. The
  service control handler re-reads RUST_LOG and applies the new
  EnvFilter when the SCM sends ParamChange.
- AC5: Graceful failure when log file cannot be created. Logs ERROR
  to ETW sink and continues operating without file logging instead
  of crashing.

Implements: GW-1306 AC4, GW-1306 AC5

* ci: use arduino/setup-protoc for MSI build (choco times out)

Replace choco install protoc with arduino/setup-protoc action,
matching the CI workflow. Chocolatey's community feed intermittently
returns 504 Gateway Timeout, causing silent protoc install failure.
