node: update timeout constants to match spec (50ms/100ms) (#553)

Update \RESPONSE_TIMEOUT_MS\ from 200 to 50 and \RETRY_DELAY_MS\ from
400 to 100 in wake_cycle.rs, matching ND-0700 (100ms retry delay) and
ND-0702 (50ms response timeout).

Also update the spec docs (node-requirements.md, node-validation.md) to
reflect the same values — subsumes the changes from PR #549.
