* docs: add GW-1306 service-mode logging and monitoring requirement

Add requirement GW-1306 covering:
- File log path derivation (\<db-path>.log\)
- Default file log level (\WARN\ in release, matching GW-1304)
- ETW provider name (\sonde-gateway\) for operator monitoring
- Runtime log-level reload without service restart
- Graceful degradation when file log cannot be created

Update gateway-design.md section 11A with new subsection 11A.4
cross-referencing GW-1306 and describing the three service-mode
logging sinks (file, ETW, runtime reload).

* docs: address review findings on GW-1306

- Remove ambiguous 'well-known control file' clause from GW-1306
  description (not covered by acceptance criteria)
- Use \sonde_gateway=warn\ (EnvFilter directive) instead of plain
  \WARN\ for consistency with GW-1304
- Align design doc file-sink degradation text to cover creation,
  open, and write failures (matching acceptance criterion 5)
