* admin: display timestamps as human-readable UTC dates

Format millisecond epoch timestamps in \
ode list\, \
ode status\,
and \pairing list-phones\ as \%Y-%m-%d %H:%M:%S UTC\ instead of raw
milliseconds. JSON output retains numeric \_ms\ fields unchanged.

Add \chrono\ dependency for timestamp formatting. Update GW-0806
acceptance criteria in gateway-requirements.md.

* admin: fix out-of-range timestamp fallback and requirements example

- Change \ormat_epoch_ms\ fallback from raw \{ms} ms\ to
  \<invalid timestamp: {ms}>\ so CLI output never displays raw
  milliseconds (per GW-0806 criterion #3).
- Replace concrete example timestamp in GW-0806 with generic
  \YYYY-MM-DD HH:MM:SS UTC\ placeholder to avoid encoding an
  incorrect conversion.
