refactor: use turbo prune for web Docker builds (proper monorepo pattern)

- Dockerfile now uses turbo prune to extract only web dependencies
- Single root lockfile — no more web/pnpm-lock.yaml drift
- Docker context changed from web/ to repo root (CI + CD)
- Railway config updated with watchPatterns
- Added .dockerignore for repo root context

NOTE: Railway web service 'Root Directory' must be cleared (set to /)
and config file path set to /web/railway.toml in the Railway dashboard.
