fix: keep Railway root as web/, generate lockfile in Dockerfile

- Reverted to web/ Docker context (Railway requires it)
- Dockerfile generates lockfile on the fly via 'pnpm install --lockfile-only'
- No separate web lockfile to maintain — drift impossible
- CI/CD context reverted to web/ for consistency
- Removed repo-root .dockerignore (not needed)
