fix: eliminate web lockfile entirely — generate in Dockerfile

- Dockerfile now runs 'pnpm install --lockfile-only' to generate lockfile
  on the fly from package.json, then installs with --frozen-lockfile
- Removes web/pnpm-lock.yaml permanently (no more drift)
- Removes sync workaround from CI/CD workflows
- Railway config unchanged (web/ stays as root directory)
