fix: sync web lockfile and add auto-sync to CI/CD

- Regenerate web/pnpm-lock.yaml (was stale after dependabot merges)
- Add 'Sync web lockfile' step before Docker build in CI and CD
- Add scripts/sync-web-lockfile.sh for manual sync
- This prevents the recurring Docker build failures from lockfile drift
