feat(sync): Shadow requirements for cross-repo deps (REQ-GO-035)

Implements local-first cross-repo dependency resolution:
- Parse sync:ALIAS:REQ-ID references from dependency fields
- Resolve shadows by loading remote database from local clone path
- COMPLETE shadows don't block; MISSING/PARTIAL do
- Unresolvable references produce warnings (permissive, not blocking)
- Full visibility by default; shadow/hash_only deferred to REQ-GO-036
- Resolver caches both shadow results and remote databases
- 18 behavioral tests with real temp directories (96.4% coverage)

Unblocks REQ-GO-036, REQ-GO-042, REQ-GO-075.
