fix(test): Skip echo-based verify tests on Windows

echo behaves differently on Windows (doesn't strip quotes the same
way), causing TestVerifyFromTests_CustomCommand_EchoJSON and
_FailingTest to fail. Skip these on Windows with runtime.GOOS check.
