feat(sync): Grant delegation for access control (REQ-GO-036)

Implements local-first RBAC grant system:
- rtmx grant create ALIAS --role ROLE [--categories CAT1,CAT2]
- rtmx grant list (shows all grants with status)
- rtmx grant revoke GRANT-ID
- 4 roles: dependency_viewer, status_observer, requirement_editor, admin
- Constraint filtering by category whitelist/blacklist and requirement IDs
- Expiry dates with automatic inactive detection
- Grants persisted in .rtmx/config.yaml
- 22 behavioral tests (98.1% sync package coverage)

Phase 11 (Collaboration) now 75% complete.
85 complete, 23 missing (78.7%)
