feat(cli): Add remote list/add/remove commands (REQ-GO-033)

Implements remote management for cross-repo dependency tracking:
- rtmx remote list: show configured remotes with status
- rtmx remote add ALIAS --repo ORG/REPO [--path PATH]: add remote
- rtmx remote remove ALIAS: remove remote

Remotes are persisted in .rtmx/config.yaml under sync.remotes.
Unblocks REQ-GO-035 (shadow requirements) and the Phase 11 chain.
