fix(ci): Use scratch base for Docker, skip docker in release dry-run

The alpine runtime stage failed cross-arch builds (exec format error
on arm64 without QEMU). Switch to scratch base since rtmx is a static
binary. Skip docker in release dry-run to avoid needing buildx/QEMU
in CI snapshot jobs.
