test(cmd): Add behavioral tests for verify, deps, cycles, sync, status, reconcile

Closes major coverage gaps in internal/cmd (64.8% -> 70.8%):

- verify: test mapTestsToRequirements, runVerifyFromTests with custom
  commands, dry-run, passing/failing tests (18 new tests)
- deps: test showReqDeps with dependency chains, reverse flag,
  transitive deps, not-found errors (8 new tests)
- cycles: test JSON output, text stats, empty/cyclic databases (8 tests)
- sync: test import/export/bidirectional with mock adapter, dry-run,
  conflict resolution, error paths (20 new tests)
- status: test displayDetailedStatus at -vvv verbosity (2 new tests)
- reconcile: test execution path (not just dry-run), idempotent fix,
  missing block/dependency detection (7 new tests)

All tests exercise real command behavior with temp directories and
databases, not string matching against static files.
