* docs: sync specs with code for issue #451

pair-F001: update `GW_INFO_RESPONSE` indication timeout from 5s to
45s in design, requirements, and validation docs to match
`phase1.rs` (covers operator passkey confirmation window).

pair-F002: document GATT write retry loop (6 retries, 5s apart) for
WinRT `HRESULT 0x80650005` auth errors in §9.1 of the pairing tool
design doc.

modem-F002: add MD-0415 (BLE idle timeout, 60s) to requirements,
reference it in modem design §15.4, and add test T-0636 to the
validation doc.

modem-F003: correct watchdog timeout from 35s to 10s in modem design
§11, and fix the D9-6 sdkconfig override note to reflect that the
chip-specific suffix file takes precedence.
