remove Decred-specific branding from schnorr package

Rename rfc6979ExtraDataV0 to schnorrRFC6979ExtraData (value unchanged
for signature compatibility). Replace all EC-Schnorr-DCRv0 references
in comments and docs with generic "Schnorr". The constant's hash
preimage comment is preserved to document the origin of the value.
