Commit Message

consolidate schnorr docs into main README and remove Decred-specific framing

Merge schnorr/README.md content (scheme overview, signing/verification
algorithms) into the main README. Remove Decred-specific sections (future
consensus considerations, Decred usage notes, installation referencing
dcrd). Simplify schnorr/doc.go to reference the project README for the
full specification.
