test(cfloat): add signed-zero and NaN regression tests (#603)

* test(cfloat): add signed-zero, NaN, and normal equality regression tests

Add targeted tests for the signed-zero equality fix (#602):
- +0 == -0 and +0 != -0 for cfloat<16,5>
- computed -0 via (-1 * 0) equals +0 for cfloat<32,8>
- NaN non-reflexivity preserved
- normal value equality unaffected across cfloat<8,2>, <16,5>, <32,8>
- replace Unicode section symbol with ASCII in comments

* test(cfloat): add encoding precondition checks for signed-zero tests

Verify that pzero, nzero, and neg_zero preserve their expected
sign/zero encodings before asserting equality, so the test fails
at the encoding check if negative zero is ever silently normalized.
