Close spec gaps found by gateway admin API trifecta audit:

gateway-requirements.md:
- Add GW-0807 (modem admin management)
- Add GW-1223 (phone listing via admin API)
- Add GW-1224 (phone revocation via admin API)
- Update Appendix A requirement index

gateway-design.md §13:
- Add modem, BLE pairing, and phone PSK RPCs to §13.1 service def
- Add node status, modem, BLE pairing, and phone rows to §13.2 ops table
- Document AES-256-GCM encryption for state export/import
- Add missing `node register` and `pairing` commands to §13.3 CLI listing

gateway-validation.md:
- Add T-0811, T-0812 for CLI tool validation (GW-0806)
- Add T-0813, T-0814, T-0815 for modem admin (GW-0807)
- Add T-1223 for phone listing (GW-1223)
- Add T-1224 for phone revocation (GW-1224)
- Update traceability table
