* gateway-validation: add 17 missing test cases for spec coverage gaps

Audit of the gateway requirements/design/validation trifecta found 17
gaps where requirements existed without corresponding validation tests.

New test cases:
- T-0206: ephemeral size budget enforcement at dispatch (GW-0202 AC3)
- T-0303: out-of-range \chunk_index\ in GET_CHUNK (GW-0300)
- T-0514: oversized handler message rejection inbound (GW-0502 AC3)
- T-0515: long-running handler persistence across messages (GW-0503 AC3)
- T-0516: handler hang timeout (GW-0503)

ode_timeout\ event (GW-0507 AC3)
- T-0610: PSK encryption at rest (GW-0601a)
- T-0705: battery historical data retention (GW-0702 AC2)

- T-0812: admin CLI integration (GW-0806)

Traceability table (Appendix A) updated for all 17 additions.
Replaces placeholder text for GW-0601a, GW-0806, GW-1203, GW-1204,
GW-1205 with concrete test references.
