* ci: add sonde-admin to Linux build and nightly release

The Linux CI only built sonde-gateway. Add sonde-admin to the same
build step and upload both in the gateway-linux-x86_64 artifact.
Update nightly release to stage and list the Linux admin binary.

- Build sonde-admin alongside sonde-gateway in Linux CI
- Add installer-linux job: runs build-deb.sh, uploads .deb artifact
- Add installer-windows job: runs WiX v4, uploads .msi artifact
- Both installer jobs depend on gateway build completing first
- Update release asset staging and release notes table
