[DEL] Remove block-diagonal Hessian support (#267)

* [REF] Remove block-diagonal Hessian support

Remove SUPPORTS_BLOCKS, block_sizes parameter, and block-diagonal logic
from HessianLinearOperator and CurvatureLinearOperator. The block-diagonal
approximation was slow (requires looping HVPs over blocks) and is better
served by KFAC/EKFAC for practical use.

- Simplify make_batch_hessian_vector_product to full Hessian only
- Remove block_sizes from CurvatureLinearOperator.__init__
- Remove BLOCK_SIZES_FNS test fixtures
- Replace block-diagonal Hessian with EKFAC in visual tour example
- Remove commented-out block Hessian from benchmark example
