CNV-81797: API v1: refactor node placement (#4095)

* Refactore node-placement

In v1beta1, the infra and workloads fields are of type HyperConvergedConfig,
which contains only the single nodePlacement field. This structure does not
make a lot of sense, and can be improved.

Instead, we will introduce a new nodePlacements field under spec, containing
both infra and workload fields, both of type
`kubevirt.io/controller-lifecycle-operator-sdk/api.NodePlacement.nodePlacement`.
