Add an option to opt-out kubevirt RBAC aggregation using HCO CR (#4074)

* Expose RoleAggregationStrategy in HyperConverged CR

Propagate the RoleAggregationStrategy field from HyperConverged .spec
to KubeVirt .spec.configuration, and add the OptOutRoleAggregation
feature gate when the field is explicitly set.
