* fix: stub gen setup with new config options

* fix: type checking

During type checking, `mypy` (and similar tools) will _ONLY_ read stub
files (`*.pyi`) if they are present and will _NOT_ read parallel files.
As a consequence, with `pyo3-stub-gen` writing `__init__.pyi` files,
this masks the `__init__.py` files, consequently hiding the re-exported
objects from module-level imports.

Therefore, for type checking purposes we must use the "true" import
paths to work around this issue.
