feat(web): enable input during compacting and add stop button (#170)

* feat(web): enable input during compacting and add stop button

Allow users to send steer/queue messages while agent is compacting
context, since compacting is just another processing state. Add a stop
button (red square) that replaces the send button when the agent is
working and the input is empty, restoring the ability to interrupt the
agent from the UI.
