Add the option to test Hydrotel & support subdaily (#405)

* Fixed `format_input` to support subdaily simulations witth Hydrotel.
* Added a mechanic to actually run Hydrotel during the tests.
  * Changed the tests to use the official DemoProject from Hydrotel.

* No.
