### What kind of change does this PR introduce?
* Une nouvelle sous-fonction `get_watershed_properties` a été ajoutée à
la classe HYDROTEL pour extraire les propriétés des bassins-versants à
partir des fichiers texte d'HYDROTEL/PHYSITEL.
* `standardize_outputs` est maintenant partagé entre les modèles
hydrologiques.
  * Les métadonnées sont gérées par un fichier `variables.yml`.
* Une mécanique a été implémentée pour ajouter les métadonnées
disponibles et utiles (élévation, aire de drainage, coordonnées, etc.)
dans les fichiers de sortie des modèles hydrologiques.
* Une nouvelle sous-fonction `aggregate_outputs` permet d'agréger les
sorties des modèles hydrologiques distribués vers des échelles spatiales
plus grossières (sous-bassin, aire de drainage).
* Le Notebook HYDROTEL roule maintenant réellement le modèle.

* `get_streamflow` a été remplacé par un `get_outputs` plus générique.
