Show welcome dialog before storage initialization to fix Maestro timeout (#464)

Move initializeStorage() after the first-start dialog acknowledgment
so the dialog renders immediately on launch. On slow CI emulators with
JaCoCo instrumentation, SQLite repository setup and data loading in
initializeStorage() delayed dialog rendering past Maestro's assertion
timeout, causing the "Welcome to Habit Evaluator" visibility check to
fail.
