Defer ViewPager setup until after first-start dialog is acknowledged (#463)

On first launch the welcome dialog was shown after all 18 ViewPager
fragments were created (via setOffscreenPageLimit), which on slow
CI emulators with JaCoCo instrumentation delayed dialog rendering
past Maestro's assertion timeout.

Restructure onCreate() so the first-start dialog is shown immediately
after initializeStorage() completes. The heavy ViewPager/navigation
setup is deferred to completeSetup(), which runs either directly
(returning users) or after the dialog is acknowledged (first launch).
