Fix race condition using properly formatted test environments

- Create three test environment JSON files with correct schema
- Each environment uses minecraft:all_of type referencing minecraft:default
- Update tests to use separate environments: blacklist_oak_log, blacklist_regex, non_blacklisted
- Tests in different environments run in separate batches (sequentially)
- All 59 game tests now pass consistently
