Rename test environments to use standardized naming convention

- Rename blacklist_oak_log.json to config_blockimporterblacklist_1.json
- Rename blacklist_regex.json to config_blockimporterblacklist_2.json
- Rename non_blacklisted.json to config_blockimporterblacklist_3.json
- Update Java test annotations to reference new environment names
- All 59 game tests still pass
