Remove duplicate maskBugfixVersion from VersionController, delegate to shared ApiClient (#385)

* Remove duplicate maskBugfixVersion from VersionController, delegate to shared ApiClient

The same version masking logic existed in three places (ApiClient, VersionController,
and the TypeScript api.ts). Since the webserver already depends on the shared module,
VersionController now calls ApiClient.maskBugfixVersion() instead of maintaining its
own copy. The redundant masking unit tests are also removed from VersionControllerTest
as they are already covered by ApiClientTest.

Regenerated by test suite; no functional change.
