Add global API catch-all intercept in Cypress support file (#361)

Prevents ECONNREFUSED proxy errors by intercepting all /api/**
requests with a default 200 response before they reach Vite's proxy.
Test-specific cy.intercept() calls take precedence via LIFO ordering.
This also prevents the circuit breaker in api.ts from triggering on
unintercepted requests and blocking all subsequent API calls.
