Handle API proxy errors gracefully to prevent ECONNREFUSED noise (#355)

When the backend webserver is not running, the Vite dev proxy would
throw unhandled ECONNREFUSED errors to the console for every proxied
API request (e.g. /api/module-visibility). This adds a proxy error
handler that returns a proper 502 JSON response instead, allowing
the frontend's existing error handling to process it cleanly.
