Fix desktop controller test UnsupportedClassVersionError by downgrading Monocle to 17.0.10 (#356)

The openjfx-monocle:21.0.2 artifact is compiled for Java 21 (class version 65),
but the project targets Java 17 (class version 61). This caused all JavaFX
controller tests to fail with UnsupportedClassVersionError during toolkit
initialization. Version 17.0.10 is compatible with the Java 17 runtime while
still providing the headless glass platform needed for testing JavaFX controls.
