feat(dist): Add REQ-DIST-002 for standalone binary CLI distribution

- Add REQ-DIST-002 specifying Go-based standalone binary CLI for
  Linux, Windows, and macOS without runtime dependencies
- Update REQ-LANG-001 to emphasize native test framework APIs
  (test.extend, describe.rtmx) as primary, comments as deprecated
- Update REQ-LANG-003 to emphasize helper functions (rtmx.Req) and
  struct tags as primary Go idioms, comments as deprecated

Key decisions:
- Go selected over Rust for faster iteration and simpler CLI tooling
- GoReleaser for cross-platform binary distribution
- Native APIs preferred over comments for: type safety, IDE support,
  runtime validation, refactoring support, and discoverability
