feat(dist): Add Python deprecation strategy and minimal pytest plugin

REQ-DIST-002 updates:
- Document Python CLI deprecation after Go CLI parity
- Define what gets deprecated (CLI, models, graph, sync, adapters)
- Define what remains (minimal pytest plugin only)
- Add architecture diagram showing Go CLI as primary

REQ-PYTEST-001 (new):
- Minimal pytest plugin specification
- Marker registration only (req, scope, technique, env)
- JSON output for Go CLI import via `rtmx from-pytest`
- ~500KB package with zero deps beyond pytest
- Migration timeline from full Python to minimal plugin

Architecture:
- Go CLI: All commands, database, graph, sync, adapters
- Python: Pytest plugin only (markers + JSON output)
- Other langs: Thin plugins outputting JSON for Go CLI
