feat(markers): Implement language-agnostic marker specification (REQ-LANG-007)

Add comprehensive marker discovery system that enables RTMX to parse
requirement markers from multiple programming languages.

Key features:
- JSON Schema for canonical marker format (req_id, scope, technique, env)
- Parser registry with built-in support for Python, JS/TS, Go, Rust, Java, C#, Ruby
- Language auto-detection from file extensions and shebang lines
- Normalized MarkerInfo model for cross-language consistency
- CLI commands: `rtmx markers discover`, `rtmx markers languages`, `rtmx markers schema`
- Configuration support for custom extensions and exclude patterns
- Comprehensive error reporting with fix suggestions

Also adds Claude integration requirement specifications (REQ-CLAUDE-001 through 004)
for future Claude Code hooks, skills, Cowork RTM sharing, and web extension.
