Direct users externally for streamed web reader links (PP-3680) (#92)

For links designated as external reader media types, users will be
redirected to a new browser tab instead of an embedded iframe within the
app. This was the behavior for external reader links prior to
[#89](https://github.com/ThePalaceProject/web-patron/pull/89).

## Motivation and Context

<!--- Why is this change required? What problem does it solve? -->
Initial testing uncovered errors loading De Marque web reader links in
Safari. The web reader now seems to load successfully when opened in a
new browser tab. As well, the CPW needs to support BiblioBoard web
reader links which will provide a better UI/UX experience in a different
browser tab.

No new unit tests were added. Books were fulfilled and opened in
