fix: use locally built Docker image in CI tests

The docker-compose was pulling kitplummer/lowendinsight_get:latest from
Docker Hub, which is an old image without recent fixes. Changed to:

1. Added build context to docker-compose.yml so it builds from Dockerfile
2. Use `docker compose up -d --build` in CI to use local build
3. Removed redundant `make build` step

This ensures CI tests run against the code being tested, not an old image.
