- Enhanced _check_az_available() to verify 'az bicep version' works, not just 'az' exists
- Removed unused 'expected_count' variable to fix Ruff F841 linting error
- Improved check to handle network issues gracefully

* Fix test issues: strict Bicep check, remove trailing whitespace, add fixture

- Changed _check_az_available() to only return True when returncode == 0 (not when output contains version)
- Removed trailing whitespace on blank lines to fix Ruff W293 linting
- Added pytest fixture to compile Bicep once and reuse across all tests (improves performance)
- Tests support both pytest (with fixture) and standalone execution (with fallback)
