* fix(azure): downgrade Python 3.14 to 3.13 for azure-cosmos SDK compatibility

Python 3.14 is not officially supported by the azure-cosmos SDK (4.x).
The SDK passes partition_key through its HTTP pipeline, which breaks on
Python 3.14 due to stricter keyword argument handling, causing:
TypeError: Session.request() got an unexpected keyword argument 'partition_key'

This fix downgrades all Azure Dockerfiles to Python 3.13-slim, the latest
officially supported version per azure-cosmos PyPI classifiers.

* fix: add Dependabot ignore rule for Python >=3.14 Docker images

Address PR review feedback by adding an ignore rule to prevent Dependabot
from auto-upgrading Python base images beyond 3.13 until azure-cosmos SDK
officially supports Python 3.14.

Also updated the RCA doc to reflect this prevention measure.
